EU-Israel Association Agreement: The ‘Article 2’ Crisis
The EU-Israel Association Agreement allows Israel and the EU to trade goods easily without high taxes. It has made the EU Israel’s largest trading partner, with trade worth over €42 billion.
In Article 2 of the agreement (Human Rights Clause), states: “Relations between the Parties, as well as all the provisions of the Agreement itself, shall be based on respect for human rights and democratic principles, which guides their internal and international policy and constitutes an essential element of this Agreement." The EUCO argues that Israel’s actions have broken this promise.
However, if the EU suspends the deal, it proves they stand for human rights, but it also hurts European businesses, increases prices, and damages a vital security partnership. Not only that, under EU rules, suspending trade requires 65% of majority voting (qualified majority) whilst suspending political relations requires 100% unanimity.
Debate Focus: Should the EUCO suspend Israel’s preferential trade status under the Article 2 clause, or would that undermine Europe’s own economic and security interests?
